That looks like the button for Linguatronic in the earlier W220s.
In the later models there are two MFD "page" buttons, once for each direction in the menu and for Linguatronic there is a stalk that you pull.

Yes, that is the Voice Control button for early (2002 and lower) S-class. It was an option at the time, and it looks like your S430 did not come with the option installed.
