What is this Thingemebob?

What is this Thingemebob?
There a buzzing sound coming from this thingemebob that's under a plastic shroud by the firewall (see pics). The screw driver in the 1st pic points to where the part sits.
When I turn on the ac and let it run for a minute or two the part then starts to buzz. rattle and whine intermittently. when I turn off the ac it stops. It look like an electric motor (maybe) that's about 2" in diameter. It sounds like one of those cheap electric powered toys cars that got water in the motor.
DOES ANYONE HAVE ANY IDEA WHAT THIS IS? I HAVE A 2000 s500
