What voltage should fuse #16 have?

What voltage should fuse #16 have?
Hello!

What voltage should this fuses have(#16)? Im not getting any voltage.. Its confusing cause Fuse #16 suppose to control the stop light switch and the stop light is on even without the fuse which makes me think there has to be something feeding it voltage correct me if wrong
