Right headlight keeps blinking

Right headlight keeps blinking
My 2001 s500 Xenon Low beam Right hand headlight blinks then sometimes come on fully. I Re-lamped it but still does the same thing. Can some one please point me in the right direction.

I bought two new bulbs and changed the bad one first (planning on swapping both) and it acted same as the one I removed. So it must be the ballast. Is there a good link on how to replace the ballast ?

because it seats at underneath the headlights, search on the YouTube and there is a video show you how to remove the headlights, take only 20 minutes !
