aving mine powder coated but still need these specs for when piecing back together...anyone have? cannot find anywhere

also this is not to be confused with the lug nut torque spec, these are the bolts on the fronts of the wheels

Also....does it have a seal or oring between sections to seal air in?

The 65 wheel is a 2 piece. So there should be no way air can escape when you remove the face. As far as tightening the bolts.. I would keep notice how tight they are when removing them and tighten the same.
