Car will not shut off with key removed

The car won't turn off due to circuit 15 being shorted to power.
I can turn the key off and pull it out but the gauges stay on and I get an ESP ABS BAS warning. Once the key is removed it will not turn in the ignition with the car on. I have to disconnect the battery before I can turn the key again.

I would assume its just the 15 wiring but there is some other issues that happened at the same time.

when I turn the key to position 2, the running lights and brake lights turn on and just the left headlight comes on and is not affected by the headlight switch, and stay on with the key out. Also the windows and sunroof don't work, and the fuel gauge doesn't work.

Rear sam is not wet I disconnected the rear Sam and same thing with the engine not shutting off with the key out and headlight. Checked all the fuses and all modules are getting proper voltage. EIS is reading the key in the proper position but 15 doesn't turn off once it is on. these are the codes that came back right away after clearing them

codes below don't mind the throttle body codes
