Cannot start vehicle either with push button nor when fob is inserted in ingnition switch. Switch will not turn and is locked in off position, I.e. fob is not recognized. New batteries in fob so that’s not the problem.

The power to operate the starting function does not come from the key fob batteries, but is supplied inductively from the EIS. It isn't usually the problem, but it is worthwhile cleaning the window on the end of the key and the window in the key receptacle (it's free, quick and easy).
You didn't tell us where you are, but if the car is very cold, that may be the problem. It is not unusual for the EIS to develop internal connection faults when solder connections open slightly in very cold weather. If this is possibly the problem, you might try warming the inside of the car to see if that helps.
