Definitely NOT my cup of tea.
I have coupe of Russian friends, almost all are show-offs (in a good way). They tranlated the licence plate for me. Word for word - "not dicky", loose translation - "fan-fuc*in-tastic".
This guy has *****, especially driving in Russian community.
Again... to each it's own.

I guess "not dicky" is right, I'm not sure about the loose translation. I would translate it as "not ****in' bad" or like "holy ****"
