No, not true one bit. In order for a company to lock a DVD to a car they would have to write the vin on the DVD. The only way to do that would be to have a DVD-R drive in the car, which we don't have. Many people have done this before.

MY10 216 & 221 copy protection is applied to hard disk navigation units meaning to say installation of updated map data (along with DVD) requires an activation code.When requesting a new activation code (new license) an invoicing process is automatically initiated, which is used to bill the new license.

My understanding is that any DVD would do (meaning DVDs would not be VIN specific). Comand reads the car VIN (possibly other individual data from the car) and the activation code is calculated for this VIN. A one-way function known from cryptography makes it impossible to find the activation code for another car.
