Cool 1984 300d turbo diesel injectors

OK, so I've found the injector that was clogged (no change in RPM when line loosened @ injector), I cleaned it,reinstalled, and still it's dead. Also I saw somewhere to never reuse the heat shield.
As a very curious ,and ever wanting to learn the whys type individual, can anyone tell me why specifically the heatshield should not be reused , and why won't the injector work when it is definitely clean and definitely put together right, and definitely getting diesel to it? The cylinder is still dead. The motor got the DT's bad at idle. So does a worn injector just not open at all? It does seem to not miss at all above 2000 RPM. It's that horse and buggy start that's a killer.Any ideas? Will all new injector tips take care of this issue?
Sorry to ramble but would like some experienced help.

I'm afraid the injectors on a W221 are a bit different from yours. Perhaps another forum would be able to help you better.
