Is the DRL LED on the bumper supposed to double up as a fog lamp?

No, it's a poor excuse for a fog lamp. The fogs on 07-09 work as a fog. 2010+ are DRL's, not fogs. When the headlights are turned on, they go half brightness and do basically nothing. I'd like the option to keep them full brightness on 2010+.
