2011 S550 rear seat headrest confusion

2011 S550 rear seat headrest confusion
Hello all - Purchased a very clean and well maintained 2011 S550 (no rear seat package) from dealership about 3 months ago and still learning the ins and outs of it.
My questions: 1) Are the outer rear headrests supposed to autmatically rise immediately when the corresponding seats belt are buckled or is this function only those with the rear seat package? 2) This is what my car currently does: when I raise all three headrests manually and press the rear headrest button on center console they flap backwards agressively...is this normal? 3) Manual says if I press the rear seat headrest button on center console for more than a few seconds, that they will also rise. But when I continually press the button while they are down, all I hear is sounds of air poofing but they don't move up.
I've done a good deal of reasearch online and some say it only works if you have the rear seat package and others say it should work regardless. Hence, my confusion. I just wished I knew someone who has a 2011 S550 without rear seat package and tried it for me.

2) No, that's how they've been since the early 1990's and nothing has changed. Normal.
