W221 S320 - Turbo issue

W221
S320 CDI
2007

Symptoms;
Car has loss of power
When reving over 2k rpm there is a lot of hesitation
Can hear turbo making a 'whoosh' type sound when rev'd in Park mode
Noticed a slight oil leak around the turbo
Oil drop on drive, towards the back centre of the engine
Car revs fine (not in limp mode)

Plugged in to STAR diagnostic, reported the following;

2359-002 - Check system 'Charge pressure control'. Charge pressure is too high. (Current and stored)
2696-002 - Check component B60 (Exhaust back pressure sensor). Control variation - The exhaust back pressure is too low. (STORED)
2592-001 - Check component Y77/1 (Charge pressure positioner). Positioner signals fault. (Current and stored)

Is it just a simple case of a failed turbo? Replacement required?

Are there any modes within STAR where i can run a test on the turbo to confirm?
