NO power to Fuses 41,42,43

NO power to Fuses 41,42,43
Hello All,
I am having hell of a time trying to figure out this issue I am having. So about a week ago I noticed that my cigarette lighter in my ashtray didn't work and then a day later I noticed that my wipers didn't work. I checked all the fuses and none work blown. I scanned the car and I got error message that the master wiper was an issue. Well bought new motors and then again checked fuses all good physically but when I put a test light to them I noticed that there is no power going to fuses #41, 42, and 43... My only guess now is that it's a relay any one no which that ties all those three in?
