I'm struggling a bit to decode the following;

for many years high powered german cars can be bought with driver training packages - most times you want to unlock the speed limiter (so it goes above 155mph) the driver training package is a prerequisite
its just theft - so the next day someone else drives the car, does the software say - oh hang on - this isn't the one that did the course, lets slow down ?
