New brakes - bad pulsation

Yes the gray is just to protect from rust while in storage, can you take that disc off and take detailed pictures of both sides?

UPDATE
Resolved. Took into Indy yesterday. He observed significant brake pad material/ rotor break-in material within the drilled holes of the rotors. Disassembled the front brakes, cleaned the disc holes, cleaned all other surfaces, lubed, reassembled, torqued down etc. Car is smooth as it was with new brakes again. No pulsation or tapping sound from the pads anymore. He confirmed no runout on the discs or hubs, no signs of anything bent within the spindle/suspension. Impact from prior broken wheel was just through the clear coat of the caliper and is not a factor. Seems like a good sign. Time will tell!
He was also able to get the pad retaining pins free.
As noted above, he mentioned my discs are barely broken in, as the milling marks have not worn yet. Should get even better as the surface smooths out w more mileage.

Resurfacing this older thread which could benefit some. Shortly after my indy cleaned the material out of the rotors, the pulsation came back in full force, which we pointed to the pad surface "skipping" sensation. Ultimately, he pointed out the Powerstop Z23 pads did not have the extra half-shim on top of the brake pad which the OEM has. I added the half-shim to the pads and within 100 miles, it cured about 90%. I may still have an existing issue since the pulsation is not completely gone.
The fact that he was able to cure the issue showed my new rotors were not the issue. I think I may still have a pad wear issue.
Curious if anyone else that has the Powerstops needed to include the OEM half shim in addition to the one Powerstop includes, and/or has had shim issues with other brake pads. I believe some aftermarket come with the half-shim like OEM has.
