Have you made a claim with your insurance? Insurance investigators have many of the same privileges that our traffic investigators have. They will make you whole on your car, and then seek to re-coup the money from that drivers insurance company.
Can you contact the dealer that might have sold the car, or if its a few dealers, ask around to their sales managers if they remember the vehicle?
Can you spend some time at that intersection, hour before hour after the time of the incident to see if thats a regular commuter that uses that same route day in day out?

any updates bro? I sent a image to my friend and have him clear up the shot a bit and see if we can make a plate # out of it. this land right in his job field.

update from my friend he said he cant make much out of it because the rez of the clip and the image shot is too low. he said its 72dpi rez. if you can email me the original clip he said he might be able to come up with something.
from the image he try to clear up he said the last four digits to be 7957

Dweeb I am just trying to help if possible. I don't live in the States and have never visited the place either so I don't know what plate is from which county. Besides, I have better things to do with my life then be a detective. Focus rather on the photo then your comments man.

Simply taking a police report accomplishes very little of anything. The OP could have walked into any police station and they'd be more than happy to do a police report. He still can do that of he so chooses.
Otherwise, and if you think the police are going to spend any time trying to make out a license plate # from an out of focus image, or that you're going to get a lead detective (or even a rookie detective) assigned to a hit & run where no one was injured, then you would be mistaken...
I agree that the hit and run driver is a scum bag. But it gets to a point in time where we must sit back and think, what if we find out who he is? How he can be contacted? What is the OP going to do to him?
Beat him up? Put a gun to his head and force him to pay? Report him to the police and demand that he be arrested?
The tape, in its entirety, and while it might appear to be a great way to catch the guy, it has very little evidentiary value if it is presented in court. So even if caught, and arrested, the odds of him being convicted of anything are slim to none.
None of that is going to compensate the OP for his loss. But as NJC63FAN suggested, the OP should simply contact his insurer, file a claim, get his car damage taken care of... And get on with more important things!

Aside from the fact that a cop would be risking his job if he were to perform random searches of license plate numbers for the purpose of disclosing the registered owner's personal information, it is also a violation of The Driver's Privacy Protection Act (DPPA is a federal law that regulates and restricts who has access to the information in DMV records).
You will not find a single cop in his right mind who would risk his job by going fishing for someone's DMV records.
The OP can hire a private investigator, they would have access and can byoass DPPA restrictions... But why do that when he can go to his insurer and let them investigate! Its their money!!!

Here's the thing the big city liberals can't seem to grasp. They want us to disarm ourselves, to trust our safety and protection to the system. But the price for that is a system that works.
If the system can't be bothered to track down the criminal caught on camera and prosecute ( in this case traffic court, license suspension, and order restitution for damages), then the system cannot reasonably expect that individuals not handle that business for themselves.
It's one thing if they tried and couldn't get the guy. But it's something else entirely when they can't be bothered to get off their fat asses and even put in the layup.
You can bet if it was an officer's wife who's car got hit, there'd be a report and an investigation. That's really all you need to know to see how utterly and completely broken the system is.

Atleast the owner decided to put aside the troubles of dealing with this and got the sorted by the insurance. That's good news.
