Does this mean it's time to replace the intake manifold?

nope... it's actuated by a failed vacuum valve off the pump. It also pumps oil into these actuator diaphragms.... that oil needs to be emptied out to allow motion.

🤔 What "pump" are you referring to? Vacuum pump? Air pump? Oil pump?

I was referring to engine vacuum pump and this valve...

located at bank2 rear (driver side)

Your engine may have a different setup.

Compatible scanner will let you actuate these flaps for testing.

That's for the m276 and I have the 272. Is it the same part?

Here is some guide to troubleshoot it electrically.

You can use hand vacuum pump to replace engine vacuum pump suction too, for the troubleshooting if engine is off.

It can also have breakage inside the manifold.
M272 will have this issue eventually. Plastic will break.

If the vacuum source ( pump ) is the problem from its little orange diagram failure as Cali pointed out, remove it and inspect and/or suck it with hand vacuum pump when you do not want to remove to inspect.

You can test your vacuum pump check-valves engine off and its current performance with engine ON :
