SL/R129: VIN codes enquiry

VIN codes enquiry
Hey guys,
I'm looking at a 1991 R129 from japan. Ran a VIN on it (WDB1290661F036287) and it says that the dealer was in Lebanon? WTF? The car was registered in Japan, so being from lebanon seems a little shady to me no? Although the car only has 40,000kms on it.
I have a couple of codes that I am unsure of the meaning of, hopefully you guys can help me out.
#245 "on-board computer (c 01.09.1983)" <-- WHAT on board computer?
#828 "elimination of exhaust emission control system (cat) (for 129 only) (c 01.02.1988) catalyst coating - deletion.
I'm pretty sure i know what 828 means, but since the car will be going to Canada, we have pretty strict emissions here. Anyone know if it's possible to put this back on the car? How much might it cost to replace the cat? Please advise thanks!
