SL/R129: Loose fan belt on sl320

Loose fan belt on sl320
1994 sl320, There is an adjustment bolt between the power steering reservior and the engine. This is a vertical threaded bolt that has a place on top for a socket(13mm I think). I can not see the bottom end of the bolt since it goes down behind the water pump. I was wondering if this an adjustment for the fan belt since the tensioner is located near the bottom end of the bolt. I expect a broken tensioner is the reason for the loose belt. Any ideas would be appreciated.

Fan belt
I took the top half of the fan shroud off and this allowed me to see the Tensioner, the bolt in question is the adjustment for the belt tensioner. My car has 140K miles and apparently the original belt and idler. It is a time consuming job but not that difficult. I found the water pump bearings were bad, the idler bearings and the tensioner bearings were rough as well. After replacing the tensioner, the water pump, the idler pulley, and the belt all is well.
