soft top not working

94 sl500/129 top will not raise or lower. have had leaking seals but I keep the pump full of mb green fluid. roll bar warning light is on 24/7 in instrument cluster but NOT blinking on switch. top switch is not flashing but it will come on and stay on if locking latches in trunk get out of phase. had same problem 2 yrs ago and while trouble shooting, car fixed itself or I fixed it without knowing it. have read about lf wheel speed sensor, windows out of sync. i'm used to flow chart trouble shooting and I have not seen any thing on the web about flow charts. I do not own a paper or cd version of shop/repair manual. I've worked on cars all my life but this has me stymied. i already own an actron ob2 scanner. don't know if i can buy adapter that plugs into my cable or if i need the radio shack version of code reader. thanking you in advance

Your vehicle is part old 16 and newer OBD I so the OBD II may only be a partial answer. A 94 doesn't have the window synic of the 95 and on, with that said there are several elements that need to be neutral for the top controller to operate.
I'm assuming all the owners manual steps are in place. The latch positions all need to be in the correct position so that is where I would start. I recall the prong acceptors are open ( front two and back two on the back of car deck) ., top cover locked.
The cars first actions are window and roll bar positioning. followed by cover opening. Vehicles with controller issues need to be worked out first. Then pump pressure could be an issue. I consult with Klaus at Tophydraulics

You can spend $350 on a Star Diagnosis kit which you do not need. Alternatively, invest a couple bucks in either an automotive test light or 12-volt LED which will allow you to read diagnostic codes from nearly every system.
