SL/R129: Seat belts also in locking position

Seat belts also in locking position
My seat belts for both the pasenger and driver side extends and retracts in a normal fashion until the belt end is latched. Then the strap remains locked in that position with no flexibility for normal pasenger movements until the latch is released.
Ive tried searching for the switch under the seat as described in another thread in this forum but found no switch, I guess its because my car is a 91' so that feature/switch is not available.
Any ideas?

auto lock on passenger side only
I just bought a starmarked 1999 SL500 where the passenger side locks as you describe while the driver side behaves normally. I was hoping that the lock on the passenger side was not the way it was designed and that it could be fixed. Am I right to assume something is malfunctioning?
