Steel Grey 2012 ML350 is wife's
Same problem and corrected it by wrapping a rubber band 3 or 4 times around the plug about 1/4 inch above the side metal (ground) contact. The band provides additional girth and less slippage. You may need to play around with band size and number of wraps, etc. Anyway, my V1 works great now.

I'm pretty sure that the European female 12VDC receptacle is larger the the USA size. Your (an my) 12V plug is the USA size, so it's a little too small for the receptacle. That's why you're not getting voltage to your V1.
I have a plastic cylinder, with slots in it for the metal contact, that adapts the 2 sizes, but don't remember where I got it. The suggestion about wrapping a small rubber band around the plug should work, though.
By the way, in California, it's illegal to hang anything from your windshield though that's the way I do it and I've never had a problem from law enforcement.
