Since the RCL function works vis the IR interface ont he door handle, this is nto an EIS problem - your key is being read and authorized.
I know you said you checked fuses, but just in case...fuse 38 on the right-side SAM (engine fuse panel) is for the OCP (though if it were blown, you'd have other issues like no overhead lights).
If all of that is working, then it's an antenna problem. It could be a bad amp, but it could also just be that it's unplugged from the glass. See below for the amp's location and where it connects to the glass.
If the amp is bad, it's a "dash out" job to replace it, but you can check the connection to the glass. by removing the A-pillar trim. It's held in place with spring clips, so you just pull on it to release them. It is a bit of a pain to get its tabs aligned at the bottom against the dash, when reinstalling.

I'm having the same issue with the unlock of the doors/opening truck or starting the car with the button on the shifter. Did the OP fixed this issue ? How?
