Headlight washers inop....

Pump is working, I can hear it, but the units do not want to seem to pop up from the bumper. Fluid is now on the ground, well is empty. Solution?

It appears as though one of your washer head units has a leak or the housing is cracked. Remove the washer units from the bumper and check for damage or leaks. you will need to replace one or both of the washer units. Last I checked they are approximately $50. They are relatively easy to replace.

I had the same problem with my washer. Before you go and dig for the Washer reservoir( which is located in the right front fender), I would check the headlight washers. If there is a leak in the headlight washer, they will empty out the washer reservoir.

How can I ....

get them up if there's not pressure to them?, Yes, figured the tank is the same as the WW fluid tank. Thanks to any of you who can lead me somewhere ( a thread perhaps?) on this....

Just FYI,

it was in fact the sprayer unit. One on the driver's side was cracked at the tbottom and leaking. Pretty cheap little thingy for such an expensive car. But only about $50ish for the part, per side. Just so this will be posted for the next guy that has the problem.

How do you get them out? Does the bumper have to come off??

You do not need to remove the bumper. You access them by removing the splash shield under the bumper. The washer itself is held down by one screw. Just remember to clamp off the water supply hose or it will drain the windshield washer tank. Sorry that I do not have any pictures but it is an easy job for a do it yourselfer.
