SL/R230: Shock from Arnott, damaged?

Shock from Arnott, damaged?
I received a left rear shock from Arnott today. I noticed that it had some small damages, 3 small holes in the outer "cover".

Is this just a dust cover, or does it hold the hydraulic fluid? I'm not sure if it's safe to use it with holes.

Arnott says that it doesn't matter cause it's just a dust cover..

Everything's ok. Got the shock mounted at my local MB-dealer some weeks ago. That had no objections mounting the shock. Only tiny holes in the dust cover, shouldn't do any harm.
But I'm not so happy that I received a shock with damaged dust cover. I think Arnott should have seen that before they shipped the shock.
