Dumb question....how to check power steering fluid level?

The dipstick.....there is a few different notches on it. One says 20 degrees celcius....with a max and min.......and then higher up it says 80 degrees celcius.....min and max.

My question is ......is the 20 degrees celsius mark what the level should be on cold start? And I assume 80 degrees is when car is warmed up?

What level is more accurate? Cold start or warm? Also....I assume warmed up means give it enough time where the engine is at running temp?

I guess I thought 20 degrees......cold start.....would mean I could check this when the car is totally cold before I start it in the morning....but shouldn't it be 0 degrees technically?
