High horn problem

My two-tone horn reduced to a single-tone anemic sound the other day. When I removed the grill, both of the horn units were pretty severely chewed up. Have no idea what caused the damage.

That's not the real issue. Only the low-tone worked. I assumed that as the car is now 12 years old, I'd spring for a new set. I just installed both horns and unfortunately, nothing changed. I still have a single horn that now sounds more like a neutered Nash Metropolitan. No cute little chirp and no fearful big horn sound from the steering wheel.

Confused.

I'd check for voltage being applied to both horns when you have someone lay on the horn.
Make sure you disconnect them from the wires first!!!

If they both have power, check the ground wire to each for continuity.

Also - swap the power wire to both horns, and see if the problem migrates with the power wire.
