Unfortunately you can't replace it without welding. Some consider it even part of the frame, as in "rear quarter panel". Best place to find one - donor car. Dealer will be super expensive or not available. Very few shops will replace just the outer shell. Even if they do - it might be pretty pricey. So you are looking at replacing a bigger part, possibly including part of the trunk and close to the door panel (i used to flip cars and deal with frame damage).
Sometimes you will find totaled cars or cars involved in a front end accident, or left side accident, and they will part out the car. Last time knew the quarter panels go from anything between $400 to $1000 in US, depends on how much exactly to cut, availability and car brand. Labor - probably just as much. And you'll have to paint the entire panel as well, which brings the total to over $2k easily. You'll have to research quite a bit before knowing for sure what to do, if that's your case. It might be easier sometimes just to repair/ repaint what you have than replacing completely.
