Mine is missing those also. The plastic hinges broke and they were hanging there at an odd angle just waiting to blow away in the wind so I pulled them the rest of the way off. I'm not sure how to fix the broken hinges so I left it like yours - two open holes.
You have to buy that whole wing panel. The good news is that they are still available. The bad news is that you need to bring an extra fat wallet for the black ones. I have never been able to figure out how Mercedes prices parts and this is a good example:

After discounts, that's about $600 for a gray pair and $1600 for a black pair. There are a couple of guys selling just the flaps, but they are expensive and probably don't match exactly. You can buy the wing panels used, but the hinges on those will probably be failed or failing. There are some DIY and purchased solutions for the hinge problem (assuming that you still had the flaps), but I'm not overly impressed by any of them. I am currently working on my own solution using a 3D printed hinge assembly that I will print in nylon on an industrial grade printer.
