Shavings on ABC Struts

What is this and why is it burnt on one ABC strut but not the other? What part of the struts needs to be replaced? Any help would be greatly appreciated. Thanks

That is the urethane pad at the top of the strut. There are replacements available, but you might also consider going with rebuild struts. Based on the condition of the pads, these are original struts and likely have bad covers, ball joints, and hoses as well as the pads. All of that can be replaced, but it requires a fair amount of work and $ and you would still have 22 year old seals.
