SL/R231: Navigation not taking highways when available

Navigation not taking highways when available
I rarely use my navigation but I noticed the last 2 times the nav is not directing me to the highway but rather surface streets. If I get on the highway then it recalculates and I am ok.
I have the settings set to fastest route.
What setting am I missing?

I wonder sometimes about the navigation route selection too. The last time I used it I was sure to not have "avoid highways" selected, but it had me take the highway up until 5 miles before my destination and then take a major road for the remainder. This was not an ideal route because the major road has stoplights along the way. I was surprised since my other car navigation systems have me take the highway all the way to this same destination (even if slightly longer).
I may try one of the other Route Settings options next time vs. Fast Route, but I'm not sure which. I don't want Short Route so it has to be Dynamic Traffic Route or Dynamic TRF Route After Request.
