SL/R107: No water to the mono valve

No water to the mono valve
No heater - when I replaced the mono valve trying to fix the problem, there wasn't any water in the mono valve chamber and none at the bottom. After I put it all back together still no heat. Does anyone know how to get the hot water to the mono valve?
