The new top of the line Koenigsegg CCX-R, has a power to weight ratio of 876bhp/ton, compared to "only" 521bhp/ton for the Bugatti Veyron. They say the top speed of the CCX-R is "250+", but I say it should be able to easily eclipse 254 MPH, making it the fastest street legal production car in the world.
then again, there are rumors Bugatti might come out with an upgraded Veyron with somewhere between 1300 to 1400 horsepower, so who knows what might happen. The CCX-R definitely would handle better since it weighs tons less than the Veyron.

At those speeds aerodynamics play a huge role. The Veyron has the benefit of the VW group's gigantic bankroll and eons of wind tunnel testing. From what I've seen the Koenigsegg has an issue with keeping its a$$ planted at speed, I wouldn't want to be the one doing the top speed test.
