You wind up compromising the ride somewhat by moving from 18" wheels to 19" simply because there's less sidewall. Whether it's enough to make a difference will depend on the driver. Lots of folks run 19s and 20s without complaint.

The fact that the wheels aren't staggered won't affect the ride but would affect handling if the rears are 8.5" rather than 9.5" because of changes in the shape of the contact patch.
