Front Fascia popped off

OK, coming home in the rain tonight I ran through a deep puddle. It didn't look that deep but I seemed to have popped part of my lower front facia off. It's the piece that goes fog light to fog light.

It doesn't look like I broke it off, it actually looks like it was designed to popped off. It had tethers to keep it attached to the car?

Has anyone else experianced this? Does anyone know how to put it back on?

Push in. Can use a dob of silicone sealer on ends.

I mind as well clean the wax off while it's out.

Yep, it just snaps back into place. Took 2 minutes.
I wonder why they did it this way instead of just screwing it or molding it to the rest of the bumper cover?
