2000 slk230 emissions testing no power obd2

My wife just called and said she tried 2 different emissions testing places and both said that they couldnt get power to/from the obd system. They both suggested she check fuses. After a quick google search, it turns out you have to have the key turned on to do the check. Does this sound right? She went right back out and is on her way to the testing place again, how much trouble am I going to be in if this isn't the problem? anyone else ever have this problem?

Update: Passed!

Yes that is right but before you go check the OBD plug with a tester or light as one of the terminals should have power with the ignition ON.
Also there is a fuse for the OBDii
