SLK/R170: Headlight angle system not working

Headlight angle system not working
My dad just bought a second hand SLK R170 with 40,000 kms on it . Seems to be running well except for the headlights, which are angled downward, and cant be adjusted with the dial. He thinks its a faulty vacuum pump, and I cant hear any hissing, or feel vibrations through the line, so I think he's right. I've already opened up the dash to check the lines to the adjuster, but cant find where the pump itself is located. Can anyone help me out?

If you have the headlight dimming switch on the dash beside the light switch and just to the left of the steering column then you have to check all hose connections as this is a totally vacuum system. If you find no leaks then the vacuum motors should be tested by using a hand vacuum pump. It they work then I would suspect the dash controller.
