When you get a Check Engine light for it.

It's really hard to say. Of course, as redcoupe says, if you get a check engine light, and the OBDII code indicates an Oxygen Sensor failuer, then that's a good time. However, Oxygen sensors tend to go bad slowly. I.e., their performance decreases over time. They are switches and what usually happens is that the rate at which they can switch gets slower and slower. The result is slowly decreasing fuel economy and increasing emissions, among other things. I personally change them around 60K miles, and so far, they've either failed before 60K miles or have contributed to an emissions test failer well before 60K in half of the vehicles I've owned, so 60K seems about right to me.
