Overheating - Radiator fan not engaging

So my SLK350 is overheating (have never let it go over 100 degrees so no warning codes etc have come up)

What i noticed
Radiator fan is not engaging
Radiator fan engages when the internal cooling fan is on full blast

I have driven the car 50ks at a time (mostly freeway driving) and with the air con on full blast it manages with the temperature staying around 90 degrees (which i feel is a bit hot) and sometimes creeping upto 95 degrees.

Would the fan be the reason? Its working while the air con is on full blast, but is that at full speed?

What could be the issue for the fan not engaging?

Have heard it could be the fan control module but is there a way of testing?

thanks
