Yeah, when I saw something like that for the first time, I thought it was some sort of SPY-HUNTER wheel popping device to take out other cars. Especially when I read the label: Spikes-Spider. I usually see them on Volvos... Check out this website:

affectionately know as "pig ears", they are there for country's that require that the rear wheels not be wider than the car's body.
