Thought: On probation or otherwise "warned" members should not be allowed to start new threads.
If you have warned someone for repeated offensive material and put them on probation, then why allow them to start new threads and repeat subtle variations of the same offensive message?
I don't know if you need a new, tiered level of "on probation" or just need to change the priveleges of on-probation members.
