In short, due to a sharp increase of Spam attacks across the network and similar sites like MBWorld, some minimal restrictions have been added to the PM permissions. These restrictions were not aimed at legitimate members of the site. However, due to the way the system operates, those who don't visit the site regularly may see a delay before their PM permissions are restored back to normal status. That appears to have been your case.
