2003 ML500 cooling fan installation

2003 ML500 cooling fan installation
Hi,
I have a 2003 ML500 VIN 4JGAB75E23A374292.
I put in a new VDO cooling fan assy. There is a tag that says the fan must be set up electronically.
I bought a Carsoft MBII. It said the ECT Module was faulty. Also said there is no communication with the ECU, also said circuit 87 has low voltage.
I replaced the coolant temp sensor, cleared the fault code and retested and no new fault code was generated.
The radiator dash light stays on all the time.
The cooling fan does not come on even when the temp exceeds 95 degrees C.
Trying to figure out if the ECU communication issue is because of a broken wire associated with the socket for the scanner, problems with the ECU wiring or socket or if the ECU itself is faulty.
Is there a way to test the pins on the scanner socket? The ECU wiring? Also where the heck is the ECU located?
