Told I need to change my timing chain on an 11 plate 1 owner 113 CDI with only 38K

Took my van to a local non specialist to get the brakes and SRS sorted (warnings had come on for both) but the mechanic hit me with some pretty shocking news. He said the timing chain was on its way out and if not changed, could ruin the engine. Said that because of the position of the chain the engine would need to come out and would cost around £1000!

Now I'm not usually a paranoid soul, but being that the van is a 1 owner van with full MB service history only having covered 38,000 miles, he left me pretty suspicious. After that I made my excuses and left hoping to get a second and perhaps third opinion.

I'd like to ask if all of this sounds plasuible:
1. Chain needing to be changed at 38k on an 11 plate vito 113 CDI?
2. If the engine needs to come out to change it?
3. What the cost should be from A. Specialist and B. Non Specialist?

Would also be very very grateful if anyone can recommend a garage in Berkshire or West London that I could take it to get checked
