w639 115CDI vito - throttle body alternative?

I have a very rough idle, after doing an overflow test on my injectors and getting a relatively flat test for injectors 1 & 4, and 2 & 3, I thought I should look else where. I started to think the EGR valve and the throttle body perhaps could do with a clean. So after looking all over the car, and in particular where the EGR valve should be, I've come to the conclusion that it must have been removed/deleted, the MAFS is also missing, which makes sense if the EGR valve was to be removed. My 115CDI is an ex police car so I figured removing this might make sense to get extra horse power. With that not being an option, I figured I'd clean the throttle body, I couldn't find it at first either so I got some specs for the car as shown in the image below, but the throttle body is not there. Instead my radiator hose pipe goes straight in to the mixing chamber there is no throttle body in-between like I was expecting as in the picture below. I've had a good look around and just can't find the throttle body anywhere. What might be the alternative, what else might the car be using or where else might the throttle body be hiding?

I can't see it anywhere between the radiator, turbo charger and air filter box, but perhaps I'm missing it?

More precisely I have one of these charge air pipes (in blue), that doesn't have a throttle body attached. I believe the car maybe doesn't have a throttle body, but then what else would it have??? - it doesn't have a swirl motor in the intake manifold. Everything crossed out it does not have.
