What is the fuel vapor part in the truck

Good Morning
I am trying to get a 1971 280SE going after 13 years in the barn. In the trunk there is a plastic part that has 3 lines coming out of it. 2 go to the fuel intake door for vapor I guess. Does anyone know where the 3rd vapor line goes? What is the purpose of the plastic part? Why not just run the vapor lines out and to the ground. It smells like gas in the trunk because of the loose vapor line.
Any help appreciated
Thanks
Pam
