Accelerator Pedal Metal Holder on Floor Panel Rusted Out...HELP!

The accelerator pedal floor bracket on which the pedal rests securely snapped off yesterday due to rust and a water leak over time in the driver's cabin.

I have no way now to secure the new accelerator pedal to the floor panel in the car....the bracket (about 2" wide and 1" deep) broke off completely from its base.

Assuming that I can fix the water leak that caused this, how can I replace the pedal assembly on the floor panel to install a new pedal? I am afraid that this has completely left my sedan dead in the water.

Thanks in advance for any advice.
