The mods, though, are purely cosmetic, subjective, and are just as likely to decrease rather than increase the value, despite what the seller hopes. I would get a PPI and get the price down.

Remember, buying used car always need spend some $$$ in the first 3 months, I would prepare $2K for the coming repaire expense.
$12.5 is much too high to pay... nevermind the fact that it was advertised for $12k. The seller reporting that he meant to put it at $14k is a line of Pure BS, because he can simply login and change the price at the listing whenever he feels like. It's a sleaze-bag sales tactic... which again makes me want to doubt the integrity of the car.

The car is originally from IL. Salted roads and W210s don't mix.
You will need to verify with DMV that the car is owned free and clear by the seller. You don't want it to end up repossessed...
