Diagnostic code reader
Can I just buy a hand held OBD II reader (able to read generic (P0, P2, P3, and U0) and manufacturer specific (P1, P3,and U1) codes) to read and reset internal fault codes?

You could also disconnect the battery for 30 minutes or so.

1) Turn the ignition key to the on (position 2), without starting the car.
2) Press the gas pedal to the floor and hold 10 seconds.
3) Turn the key to off position (don't remove the key), then release the gas pedal.
4) Wait at least two minutes for ECU to reset.

What do you mean your car is not running right?
If the CEL is not on you won't find any codes to lead you in the right direction with generic scanners. If there are any faults stored,the only way to read them is using STAR with the under the hood connector. Forget about the OBD2 port in the driver's footwell.

Feel free to try a MODIS or similar shop-grade scanner that can read pending trouble codes. If you have friends at a local repair shop, they should own a shop-grade scanner and could easily pull any pending codes. However, these scanners are too pricey to buy yourself ($2k to 4k) so it seems this STAR system is the way to go.
